Islamabad Excise names its website and PAK APP as the only official sources and warns that other sites are not.
Step by step
Install PAK APP, the Islamabad Excise app, and open your vehicle by registration number — or use Online Services → Vehicle Detail on islamabadexcise.gov.pk.
Compare the registration details with the car and the seller’s documents.
Check the token tax: Islamabad Excise adds a penalty to token tax paid after 1 October.
For an older car, check the cancelled vehicles list on the Excise website (see below).

MTMIS is the Punjab Excise system; Islamabad’s records are kept by the Excise & Taxation Department of the Islamabad Capital Territory. Sites calling themselves “MTMIS Islamabad” are not official — Islamabad Excise says only its own website and PAK APP are.
Islamabad Excise has cancelled, in its system, vehicles registered up to 2015 whose owners defaulted on tax, and publishes the list on its website. Before buying an older Islamabad car, check the number against that list, and if it is there, ask Excise what is needed to restore it before you pay.
Smart Card Status on the Excise website shows where a new card is. For ownership transfers, Islamabad Excise uses the PAK ID app for biometric verification; the office is in Sector H-9.
Punjab Excise now accepts re-registration of Islamabad vehicles with a Punjab plate. After that the car leaves the Islamabad record and appears on MTMIS Punjab.
