What the Finance Act 2026 changed

Section 2 of the Finance Act 2026 substituted the token tax tables for the Islamabad Capital Territory from 1 July 2026. Cars above 1000cc now pay a percentage of the invoice value every year — 0.25% up to 2000cc and 0.35% above. A 1500cc car invoiced at Rs 9 million pays Rs 22,500 a year. Cars up to 1000cc pay Rs 20,000 once, for life — not every year, as some sites say.

The FBR advance tax collected with the token is the same in every province — see the full filer and non-filer table.

Guide

Islamabad token tax explained

The percentage is applied to the vehicle’s invoice value — the price on the original purchase invoice. A car bought for Rs 8 million pays the same 0.25% on Rs 8 million every year, even as its resale price falls.

Islamabad Excise has published a notice that vehicles registered up to 2015 with unpaid tax or incomplete records have been cancelled in its system. If you own one, clear the dues before trying to sell or transfer it.

The federal advance income tax (section 234) is collected with the token: Rs 800 a year for cars up to 1000cc (or Rs 10,000 in one go with a lifetime token), up to Rs 10,000 above 2000cc. Non-filers are charged three times as much.
